Reporting to the Senior Director of Information Systems and Technology Services, the role of the Project and Portfolio Manager is to establish, implement, develop, and maintain best practices for the proposal, evaluation, and management of IT projects and investments throughout the organization. Using these methodologies and working closely with stakeholders and IT leadership, this position will help determine the value and lifecycle costs, strategic alignment, and risks of potential and ongoing technology investments. The Project and Portfolio Manager will help to lead, manage, track, and evaluate IT projects in concert with IT managers and Business Analyst.
Essential Functions:
• In collaboration with stakeholders and IT leadership, define the goals, scope, deliverables, lifecycle costs and value of IT investments; define project success criteria, analyze and assess resource requirements, evaluate value and risks associated with initiatives.
• Effectively communicate and manage project expectations to managers, owners, sponsors, team members, and other stakeholders in a clear and concise fashion.
• Working through managers, help to manage staff time and allocate resources from all areas of IT to ensure deliverables are completed.
• Develop best practices, techniques, and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics.
• Communicate project management standards and techniques to the appropriate staff.
• Maintain departmental project and technology investment portfolio and assist IT managers and project leaders to track, monitor and manage all project milestones and deliverables; accept and assess status reports, change requests, and requirements documentation to ensure smooth project progression. Identify and manage project dependencies and critical path; identify and resolve issues and conflicts within and between various project teams. Determine frequency and content of status reports, analyze results, and troubleshoot problem areas/mitigate project risks. Monitor and manage lifecycle costs and business value of IT investments.
Requirements:
• University degree in the field of computer science, management information systems, or business administration.
• Project Management Institute Project Management Professional Certification preferred.
• Experience, familiarity, training or certification in common frameworks such as ITIL or COBIT a plus.
• 5 to 7 years direct work experience in an IT project management capacity, including all aspects of process development and execution.
• Strong familiarity with project management software and tools.
• Strong familiarity with financial software or systems and tools.
• Experience in developing and deploying project best practices, policies, procedures, and processes.
• Demonstrated experience in personnel management.
• Ability to facilitate relations between business groups and technology departments.
• Solid leadership skills.
• Experience at working both independently and in a team-oriented, collaborative environment is essential.
